"The property was in a state of disrepair, and it is noted the property currently has a “For Sale” sign, providing some understanding of the cause of the very poor state of the rental. Areas below acceptable standards were as follows: 1. Spiral staircase to top bedroom unsafe. Top handrail is unsecured, and a pole fell out one night while the stairs were not in use.
