Someone smokes in the area by the elevator on a lower floor that rises to the upper floors but I assume there is no rule against that. "

The advert says wheelchair accessible, I am in a wheelchair but fortunately can walk a few steps holding the chair - this was fortunate because there are 2 steps at the main entrance and no ramp, also the paths/road outside have no wheelchair access.
